The report examines three issues that seem to me most prominent in the consideration of the relations between migration and welfare: First, the issue of whether differential levels of welfare payment have induced an uneconomic and counterproductive migration into areas of high welfare; second, whether out-migration of the economically more effective from inner-city areas has contributed to long-range dependency; third, what the relatively recent experience of substantial immigration from new countries of immigration that have not previously sent large numbers to this country has taught us about welfare and dependency.

The paper focuses on the shelter deduction provision in the food stamp program. It is one of many provisions that affect eligibility for, and size of, food stamp benefits. The distributional impacts of this provision are discussed by income, region, age of the family head, and dollar transfers arising from the shelter deduction to various household groupings. The dollar amount of the deduction among eligibles is larger if the residence is urban and outside of the South, and if income is very low or very high. Additionally, the more household members there are, and the younger the head of the family is, the larger the deduction will be. Alternatives for changing the shelter deduction are examined and it is determined that an optional standard deduction would not reduce administrative costs. Further, a lid set on allowable shelter costs would save small amounts of program costs administration. Implications of these findings for policy-makers are discussed.

The reference is an attempt to provide a descriptive representation of selected literature on black families which will identify some of the research concerns utilized in studying, servicing and formulating social policies towards black families in the United States. Within A Selected Annotated Bibliography on Black Families, the authors have attempted to provide the user with materials which address several subject areas: black family patterns and processes; black families and social welfare service delivery; and issues in conceptualizing services for black families.

A stable and highly skilled child welfare workforce is necessary to effectively provide child welfare services that meet federal goals. This report identifies (1) the challenges child welfare agencies face in recruiting and retaining child welfare workers and supervisors, (2) how recruitment and retention challenges have affected the safety and permanency outcomes of children in foster care, and (3) workforce practices that public and private child welfare agencies have implemented to successfully confront recruitment and retention challenges. GAO recommends that the Secretary of Health and Human Services (HHS) take actions that may help child welfare agencies address the recruitment and retention challenges they face. Such efforts may include HHS (1) using its annual discretionary grant program to promote targeted research on the effectiveness of perceived promising practices; and/or (2) issuing guidance or providing technical assistance to encourage states to use their program improvement plans to address the caseload, training, and staffing issues cited in the reviews HHS conducts.
